The marine craft certificate, license and the safe manning certificate will be updated and re-issued for the same validity of the original license.
The Non-Technical amendment of the marine craft certificate and license details includes
- Amendment of the Owner Shares.
- Adding / withdraw partner (For Local only)
- Placing heirs and appointing a representative.
- Amendment of marine craft plate number.
- Amendment of insurance policy details.
- Amendment of radio communication device (VHF) details.
- Mortgage/ release mortgage of the marine craft.
Stages of Amending the Marine Craft Certificate and License.
The marine craft non-technical amendment will be processed through two stages:
First Stage:Initiate Online Request
- Marine craft owner shall initiate a request through DMCA portal or smart applications.
- Attach all the required documents, and pay the required fees.
Required Documents of First Stage:
Customer shall assure attaching clear copy of the following required documents.
- Copy of share sell agreement or adding /withdraw partner contract attested by the authorized entity in case the request is to amend the owner shares or add/ withdraw local partner.
- Copy of placing heirs and appointing a representative certificate issued by the authorized entity in the country.
- Copy of Critical Infrastructure and Coastal Protection Authority (Coast Guard) approval form in case the request is for changing the plate No (Special No. only)
- Copy of insurance policy valid for the remaining period of the marine craft license issued by an insurance firm licensed to operate in the Emirate in case the request is to amend the insurance details or the marine craft plate No or adding/withdraw partner.
- Copy of confirmation certificate from approved supplier to license radio communication devices (VHF) in case the request to change or add new VHF device.
- Original copy of the Mortgage/ release mortgage certificate of the marine craft.
Second Stage:Amending the Marine Craft Certificate and License.
Customer shall visit Critical Infrastructure and Coastal Protection Authority (Coast Guard) office to obtain the marine craft amendment certificate and attach it to the online application for the following requests:
- Changing the marine craft plate No.
- Adding / withdraw partner (for locals only).
- Placing heirs and appointing a representative.
After completing all the procedures, an electronic copy of the marine craft license and certificates will be available in the customer account at DMCA portal. Yet the customer can apply to print the original license and certificate through online and smart applications.

Payment can be made in cash to the Customer Service Centers of Dubai Maritime City Authority or through portal electronic payment gateway.
The Marine Craft Non-Technical amendment application shall be processed within one working day in case that all the required documents are satisfied.
Service Limitation
The mortgaged issuance entity representative should physically visit DMCA happiness center to submit the original mortgaged certificate.
