Issuing Marine Craft License

Apply for this Service

Licensing & registering all marine crafts sailing or operating in the Emirate’s water.

To license and register marine crafts, in order to implement maritime rules and regulations, ensuring that marine crafts are constructed and manned to the acceptable standards with adequate safety requirements that will comply with the safety of the marine craft, its passengers and crew, and ensure that the marine crafts operate in an environmentally responsible manner that does not cause pollution.

  • Individuals: marine craft owners and operators including UAE nationals and expatriates residing in UAE.
  • Companies: companies and establishments with Marine activities.

  • Customer Happiness Centre – Dubai Maritime City Authority building “B”.
  • Customer Happiness Centre – Al Shindagha area – Critical Infrastructure and Coastal Protection Authority (CICPA) building

DMCA issues marine craft registration certificate for one time only.

License is valid for one year and can be renewed for a similar period.

Marine Craft Categories

Pleasure Marine Craft

Marine Crafts allocated for pleasure purposes such as:

  • Pleasure Marine Crafts with engine such as:
    • Personal water craft (Jet skis).
    • Pleasure marine craft less than 8 m.
    • Pleasure marine craft from 8m to 12 m.
    • Pleasure marine craft between 12 m to less than 24 m
    • Pleasure marine craft over 24 m.
  • Pleasure Marine Crafts without engine such as:
    • Rowing Marine Craft.
    • Sailing Marine Craft.

Traditional Marine Craft

Marine Crafts made basically of wood including and without limitations, abras, traditional floating restaurants, traditional tourism boats and what falls under this category.

Commercial Marine Craft

Marine Crafts allocated for commercial business including and without limitations:

  • Pleasure marine crafts for chartering
  • Marine crafts operating in the ports of the emirate
  • Marine crafts used for construction
  • Marine crafts used for towing and pilotage
  • Marine crafts used for public transportation
  • Marine crafts used for cargo transportation

Issuance of Marine Craft Registration and License

After satisfying all requirements, the registration and licensing of the marine craft will be processed through two stages:

First Stage - Book inspection appointment and conduct the marine craft technical inspection

  1. Submit the initial documents to register and license the marine craft.
  2. Reserve the marine craft plate number, and specify inspection location and date.
  3. Pay the technical inspection fees based on the marine craft length, type and inspection location.
  4. Conduct the marine craft technical inspection.

Required Documents for First Stage:

Common to All Marine Crafts

  1. Filling the registration and licensing application form .
  2. Presenting original Emirates ID card, valid passport copy for UAE citizens, or original Emirates ID card, valid passport and residence visa copy for expatriates.
  3. Valid copy of Dubai issued trade license, in case the owner is a company, in addition to the Emirates ID card, valid passport and residence visa copy of the company’s shareholder.
  4. Copy of title deed for free hold property owners to whom the residence law is not applicable. For pleasure marine crafts only.
  5. Original copy of environment specifications certificate issued by Emirates Authority for Standardization and Metrology (ESMA), for the new outboard or imported marine engines.
  6. Original certificate copy of approved supplier to license radio communication devices (VHF) for all commercial marine crafts and pleasure marine crafts more than (35) feet, (10.7) meters long.
  7. Original copy of stability booklet for commercial marine crafts, (24) meters and above, and those licensed to carry more than (12) passengers, regardless of type or structure material.
  8. Original copy of Classification Certificate for commercial marine crafts, (24) meters and above, and total weight of (150) tons or more, from any certified classification body in the country, or a technical report about the marine craft condition issued by a certified classification body in case of failing to comply with a full classification system to get the classification certificate.

For Marine Crafts in UAE

  1. Original copy of proof of ownership document or marine craft purchase invoice attested by the competent authorities.
  2. Original copy of marine craft building certificate or any document from the manufacturer or supplier listing the marine craft details.

For Marine Crafts Previously Registered in the UAE

  1. Original copy of sale contract attested by the competent authorities.
  2. Original copy of cancellation certificate of marine registration with the last authority where the marine craft was registered.

For Pledged Marine Crafts:

  1. Copy of pledged marine craft deed between the owner and the pledgee.

Imported Marine Crafts from outside UAE:

  1. Original copy of customs clearance certificate issued by the competent authorities.
  2. Copy of proof of ownership document or purchase invoice, attested by the competent authorities.
  3. Original copy of marine craft building certificate or any document from the manufacturer or supplier listing the marine craft details attested by the competent authorities.
  4. Original copy of cancellation certificate of marine registration with the last authority where the marine craft was registered attested by the competent authorities.

Technical Inspection

The marine craft owner or his assigned person shall prepare the marine craft for the technical inspection and assure meeting all technical standards and requirements specified by DMCA, and bring it to the specified technical inspection location.

  1. The marine craft shall be inspected in the locations specified by DMCA. Additional transportation fees shall be paid if the customer requests to perform the technical inspection at his own location. If the marine craft failed to pass the technical inspection or did not present at the specified inspection time, the customer shall pay new transportation fees, in case new inspection appointment requested.
  2. The marine craft shall be inspected on water, excluding personal water crafts (jet ski) and small boats determined by DMCA which can be towed to the inspection location.
  3. Marine craft plate number must be affixed as per the approved UAE terms and standards before the technical inspection is performed.
  4. After passing the technical inspection, the inspection certificate will be valid for (30) days as of inspection date. During this period, the customer shall complete the marine craft registration and licensing process. Failing to satisfy all required documents within the specified period, the customer shall submit a new technical inspection request and pay the inspection fees
  5. In case the marine craft fail to pass the technical inspection, the customer shall comply with DMCA requirements and rectify all nonconformities within (60) days as of inspection date.  Additionally, he has to set a new date during this period without paying any fees, except for transportation if any.
  6. If the marine craft failed to pass the technical inspection the second time, the customer shall re-submit the application, pay new fees and set new date for the technical inspection.
  7. The customer reserves the right to apply for inspection date change providing that he notifies the authorities in no less than 24 hours from the set date. However, it is not allowed to change the date for more than three times. If the customer fails to notify DMCA before the expiration of the period determined for inspection date change, the marine craft shall be deemed not to have passed the technical inspection, and customer shall set new date in not more than five (5) workdays from the first inspection date without fees, except for transportation if any.
  8. DMCA may cancel the marine craft registration number if the technical inspection certificate has expired or licensing procedures have not been completed.
  9. DMCA may change the technical inspection date in accordance with the environmental and weather conditions with a notification to the customer.
  10. The customer shall review the attachment on the technical requirements of the special technical inspection for each marine craft type and prepare his marine craft accordingly.

Second Stage - Marine craft licensing

  1. After passing the technical inspection, the customer shall provide the final required documents for registration and licensing of the marine craft.
  2. Pay the marine craft licensing fees.
  3. Receive the marine craft license.

Required Documents for 2nd stage:

For All Marine Crafts:

  • Valid technical inspection pass certificate for the marine craft issued by DMCA or any of its approved entities thereby.
  • Copy of Insurance policy valid for (13) months, issued by an insurance firm licensed to operate in the emirate provided that its validity period shall not be less than (12) months as of issuing the marine craft license.

For Commercial Marine Crafts:

Copy of annual berth contract from a marine club or marina in the emirate.

For Public Transportation Marine Crafts (including Abras)

  1. No-objection certificate from Roads and Transport Authority to operate the marine craft.
  2. To provide a statement of marine craft route, dates of service and rated speed, issued by the Roads and Transport Authority.

After submitting all required documents for licensing and registration of the marine craft, and paying the fees, a copy of the license shall be received, and the customer shall do the following:

  1. Install a GPS tracker for the marine craft in accordance with the requirements of the Critical Infrastructure and Coastal Protection Authority (CICPA) and deliver the original certificate to DMCA. The following marine crafts are exempt from the installation of the device:
    • Marine crafts less than (12) m long.
    • Marine crafts operating with manual engine without mercury tilt switch.
    • Sailing marine crafts and rowing boats and the like.
    • Marine crafts with gross tonnage more than (300 tons).
  2. Receive marine craft original copy of license and registration certificate.
  3. Install radio in all commercial and pleasure marine crafts of more than 35 feet long.
  4. Receive original copy of the minimum safe manning certificate for the following Marine crafts only:
    • Commercial marine crafts
    • Traditional wooden and non-wooden marine crafts.
    • Pleasure marine crafts at owner’s request.

Abras sailing in the enclosed waters of Dubai are excluded from the safe manning certificate.

License Terms

  1. Marine craft owner shall renew the license within a month prior to its expiration provided that the insurance policy is valid during this period. If the owner delays license renewal for more than a month, delay fees shall be calculated from the first month and the license shall be issued for one year as of delay fees payment date.
  2. Manning document is issued once, and can be re-issued in the case of loss, damage, details change, or amendment to the specifications of the marine craft, such as: length or number of passengers or power of engines.
  3. Marine craft license processing shall be cancelled automatically in case of incomplete requirements or failing to check with the competent department within three months as of application submission date. Paid fees will not be refunded and validity of the technical inspection report of marine Craft must be taken into account.

Processing time varies depending on the nature of the procedure, inspection and marine Craft size.

All our customers’ inquiries shall be handled at the same time, or within a period that does not exceed (48) hours in case the request is needed to be addressed to another division.
