The cancellation of the marine craft license will be processed through one stage:

Submit a Cancellation Request

1. Marine craft owner shall submit a request to cancel the marine craft license at any of DMCA happiness centres.
2. Submit the required documents and pay the applicable fees.

Required Documents:

1. Original Emirates ID card for the owner of the marine craft.
2. Copy of valid Dubai issued trade license, in addition to the Emirates ID card, of the company’s shareholder or authorized manager.
3. Release letter or a no-objection letter from the mortgagor if marine craft is mortgaged.
4. Release letter or no objection certificate issued by marine club or marina in the Emirate or copy of the marine craft trailer registration.
5. Original copy of the marine craft license and registration certificate and the safe manning certificate.

After receiving DMCA initial approval the marine craft owner shall:

1. Visit Critical Infrastructure and Coastal Protection Authority (Coast Guard) office to remove the safety and security transponder from the marine craft and deliver the original certificate to DMCA. The water sport marine crafts are excluded from this step.
2. Remove the Marine Craft Plate No.

After completing all the procedures, the marine craft owner shall visit any of DMCA happiness centers to collect the original cancellation certificate or contact the contact center to request to deliver the certificate through postal services with additional cost.

Cancellation Application Validity:

The application of the marine craft licenses cancellation shall be cancelled automatically in case of failing to fulfil all requirements within three months as of application submission date considering that paid fees will not be refunded.

The cancellation of the marine craft license & issuing the export certificate will be processed through two stages:

First Stage:Submit a cancellation Request & Inspection Process

1. Marine craft owner shall submit a request to cancel the marine craft license and issue the export certificate at any of DMCA happiness centres.
2. Submit all the required documents and pay the applicable fees.

Required Documents of First Stage:

1. Original Emirates ID card for the owner of the marine craft.
2. Copy of valid Dubai issued trade license, in addition to the Emirates ID card, of the company’s shareholder or authorized manager.
3. Release letter or a no-objection letter from the mortgagor if marine craft is mortgaged.

1. Marine craft owner shall submit a request to cancel the marine craft license and issue the export certificate at any of DMCA happiness centres.
2. Submit all the required documents and pay the applicable fees.

Required Documents of First Stage:

1. Original Emirates ID card of the owner for the current marine craft owner.
2. Original Emirates ID card and passport copy for UAE citizens, or original Emirates ID card, passport and UAE residence visa for expatriates for the new marine craft owner.
3. Valid Dubai issued trade license, in addition to the Emirates ID card, passport and residence visa copy of the company’s shareholder or authorized manager for the current and new marine craft owner.
4. Release letter or a no-objection letter from the mortgagor if marine craft is mortgaged.
5. Release letter or no objection certificate issued by marine club or marina in the Emirate or copy of the marine craft trailer registration.
6. Original copy of sale agreement attested by the authorized entity.
7. Original copy of the marine craft license and registration certificate and the safe manning certificate.

After receiving DMCA initial approval the marine craft owner shall:

1. Visit Critical Infrastructure and Coastal Protection Authority (Coast Guard) office to remove the safety and security transponder from the marine craft and deliver the original certificate to DMCA. The water sport marine crafts are excluded from this step.

Second Stage: Marine Craft Registration & licensing

The new marine craft owner shall proceed to submit all the required documents for the marine craft Registration & Licensing. Refer to the Marine Craft Registration & licensing

Note: The previous marine craft owner is fully responsible toward the marine craft until the process of transferring the ownership is completed and the marine craft is re-registered with the concern entities.

Cancellation Application Validity:

The application of the marine craft licenses cancellation shall be cancelled automatically in case of failing to fulfil all requirements within three months as of application submission date considering that paid fees will not be refunded.

The marine craft owner can request to issue an export certificate for a non-registered marine craft or a cancelled marine craft license. The process of issuing an export certificate will be processed through two stages:

First Stage:Submit a Request & Inspection Process

1. Marine craft owner shall submit a request to issue an export certificate at any of DMCA happiness centers.
2. Submit all the required documents and pay the applicable fees.

Required Documents of First Stage:

1. Original Emirates ID card and passport copy for UAE citizens, or original Emirates ID card, passport and UAE residence visa for expatriates.
2. Copy of valid Dubai issued trade license, in addition to the Emirates ID card, passport and residence visa copy of the company’s shareholder or authorized manager.
3. Original copy of the marine craft proof or ownership or attested invoice.

Second Stage: Issuance of Export Certificate

After passing the technical inspection, the marine craft owner shall pay the export certificate fees and visit any of DMCA happiness centers to collect the original export certificates or contact the contact center to request to deliver the certificate through postal services with additional cost.

Issuance Export Certificate Application Validity:

The application of the marine craft licenses export certificate shall be cancelled automatically in case of failing to fulfil all requirements within three months as of application submission date considering that paid fees will not be refunded.

• Customer shall book the technical inspection appointment at the specified locations by DMCA.
• In addition to the technical inspection fees, inspection moving fees will be added in case the selected inspection location was other than the specified areas by DMCA.
• Customer shall ensure that the marine craft is presented at the allocated inspection time. Failure to do so will result in “vessel not found” and customer shall request a new inspection appointment and pay the moving fees if applicable.
• The marine craft shall be inspected in berth (in water), excluding Jet Ski and small marine crafts less than 4 m long which can be towed to the inspection location.
• Upon passing the technical inspection, DMCA Inspector will issue an Inspection Report, which will be valid for (30) days from inspection date. In case of Failure to submit all the required documents within the specified period, the customer shall submit a new technical inspection request and pay the applicable fees.
• If the marine craft fails to pass the technical inspection at the first attempt or is not presented for any reason other than bad weather conditions, the client shall schedule a second technical inspection appointment within (60) days and pay only the transportation fees if applicable.
• If the marine craft fails to pass the technical inspection at the second attempt or is not presented for a reason other than bad weather conditions, the customer shall submit a new technical inspection appointment request and pay all the applicable fees.
• In case the marine craft fails to pass the technical inspection at the first attempt, the client will be required to rectify all deficiencies before booking a second technical inspection appointment.
• The customer can request to change the inspection appointment for a maximum of three times only, provided that he notifies DMCA call center at least 24 hours before the inspection appointment. Failing to notify DMCA before the determined period, the marine craft shall be considered as failed, and customer shall request for a new appointment within (5) working days from the inspection date and pay the transportation fees if applicable .
