Apply for this Service

Issuing new annual Bunkering provider permits in Dubai waters.

DMCA shall issue an annual permit to the establishments for bunkering and an annual permit for ships to carry out bunkering and lightering operations or a one-time lightering permit, after the provider and bunker barge meet the safety requirements of DMCA

Anuual

DMCA issues annual permits for bunkering facilities and marine vessels to carry out fuel supply and payload Lightering operations, providing that facilities and vessels meet safety requirements and DMCA resolutions.

Fuel Bunkering/Lightering Permit Categories:

  1. Annual permit for approved bunker supplier facility.
  2. Annual permit for approved bunker supplier marine vessel.
  3. Permit for bunker receiving marine vessel process.
  4. Annual permit for approved vessel fuel payload Lightering .
  5. Permit for single operation of fuel payload Lightering .

Approved Bunker Supplier Facility Permit

Upon submitting all required documents, the annual permit for approved bunker supplier facility shall be issued in two stages as follows:

First Stage: request assessment

Required Documents:

  1. Business licenses.
  2. Company profile & Organisation chart.
  3. Bunkering manual including checklists.
  4. Company professional indemnity/Liability insurance.
  5. ISO certificates and other equivalent management certificates.
  6. Qualifications & experiences of company management staff.
  7. Senior management contact.
  8. Ship Management Details.
  9. Litigation; if any

Second Stage:

Upon receiving and reviewing the required documents, and paying the fees, the permit for approved bunker supplier facility shall be issued for one year. DMCA reserves its rights to reject the application in case the concerned party fails to meet the requirements.

Obligations of L icensed Bunkering Facilities

Licensed bunkering facilities shall commit to the following:

  1. Submit prior approval request to DMCA in no less than (48) hours, for each bunker supply process to marine vessels in the anchoring area, and inform her of bunkering operations in the ports of the emirate.
  2. Bunkering operation shall take place in anchoring areas (D) and (E) defined on the navigational maps approved by DMCA. Marine vessels may be bunkered at ports provided that the bunkered marine vessel shall be authorised by DMCA and the Port Authority.
  3. Fuel with more than 3.5% sulphur (in weight) shall not be bunkered in the emirate’s waters.
  4. Provide DMCA with copies of specifications and quantities of bunker supplied to marine vessels, in addition to a survey measuring customer satisfaction after each bunkering operation in the anchoring area.
  5. Provide DMCA with copy of audit statement of HSE requirements and procedures for each marine vessel.
  6. No catering, water, fuel or any similar items shall be supplied to marine vessels during the process unless necessary, and upon DMCA approval.
  7. Rubber fenders and hoses used in operations shall be in line with the International Convention for Prevention of Pollution from Ships (“MARPOL”), and standards and guidelines of Oil Companies International Marine Forum (“OCIMF”.)
  8. Bunkering process shall not proceed if waves are more than two meters height, or wind speed more than (25) knots, and shall be immediately ceased in case of any change in weather conditions that may impact marine or environment safety.
  9. Sufficient lighting shall be provided at night, and operation areas shall be surrounded with rubber floaters to prevent oil pollution in case of spillage.
  10. Inform DMCA immediately in case of technical problems pertaining to management of bunkering operation. In case of accidents of any nature, the captain of each marine vessel shall provide DMCA with reports immediately upon occurrence.

Bunker Supplier Marine vesselPermit

Upon submittal of all required documents, the annual permit for the bunker supply marine vesselshall be issued in two stages as follows:

First Stage:

  1. Submittal of required documents.
  2. Application approval and fee payment for annual permit issuance.

Required Documents:

  1. Filling the bunker supply marine vessel application form
  2. Copy of lease contract if marine vessel is not owned by the facility.
  3. Copy of valid marine vessel details and certificates.
  4. Copy of marine vessel permit to navigate in the emirate’s waters.
  5. Copy of marine vessel insurance and indemnity policies.
  6. Copy of Shipboard Oil Pollution Emergency Plan ("SOPEP")

Second Stage:

After receiving and reviewing the required documents and paying the fees, the bunker supply marine vessel annual permit shall be issued.

Precautions for Marine vessels to Take

Marine vessel bunkering process shall be subject to the following HSE precautions, in addition to the precautions provided in audit statements submitted to DMCA:

  1. Emergency plans and marine pollution response plan shall be prepared, and crew trained on such plans with documentation of such training in the official records of each marine vessel.
  2. Provide all human resources required for each transportation operation, and comply with laborers work and break hours throughout.
  3. Comply with all HSE requirements provided in the audit statement of each marine vessel.
  4. Agree on alignment between supplying and receiving marine vessels.
  5. Agree on starting signal, ceasing, decreasing or increasing the rate of goods supply, provided that the operation shall not begin until the starting signal has been received from the supervisor of the operation.
  6. An officer from the crew, defined by the captain, shall be responsible for the bunkering process and always present in the operation area to supervise.
  7. Anti-pollution and firefighting equipment shall be close to the locations of operation on each marine vessel.
  8. Bravo Flag (B) shall be hoisted in the daytime and the rounded red light of the spar shall be on at night.
  9. Close all seacocks on each marine vessel within the operation area.
  10. Cease boiler cleaning of soot blowing.
  11. Cease gas and electric welding and cutting or any underwater maintenance or cleaning work.
  12. Keep updated list of names, addresses and contact details of marine pollution authorities in the emirate of Dubai.

Bunker Receiving Marine vessel Process Permit

Upon submitting of all required documents, the permit for the bunker receiving marine vessel shall be issued in two stages as follows:

First Stage: request assessment

Required Documents:

  1. Filling the bunker receiving marine vessel application form
  2. Copy of valid marine vessel details and certificates.
  3. Copy of marine vessel permit to navigate in the emirate’s waters.
  4. Copy of marine vessel insurance coverage including the responsibility for damages and marine pollution accidents due to bunkering.

Bunker Receiving Marine vessels Shall be Subject to the Following:

  1. To be insured by one of the international protection and indemnity clubs and has liability insurance against damages resulting from marine pollution accidents due to bunkering.
  2. Shall not be prohibited from entering the emirate’s waters through an official circular from the concerned authorities in the UAE.
  3. Shall have a shipping agent in the emirate.
  4. Shall be classified by an international classification body and has valid classification certificate.
  5. Tankers shall be double-hulled and no more than (25) years old.
  6. Marine vessels over (25) years old shall be classified by member of the International Association of Classification Societies (IACS.)

  Second Stage: permit issuance

After reviewing all required documents and paying the fees, permit for the bunker receiving marine vessel shall be issued and will be valid through the process only. DMCA reserves its rights to reject the application in case the concerned party fails to meet the requirements, or postpone the operation in accordance with the weather conditions. Additionally, DMCA inspectors shall have the right to visit the site in order to ensure its compliance with safety standards and marine rules.

Permit for Approved Marine vessel Fuel Payload Lightering

  6. Copy of Shipboard Oil Pollution Emergency Plan ("SOPEP")
  7. Commercial license copy of shipping agent.

Single Operation of Fuel Payload Lightering Permit

Upon submittal of all required documents, the permit for single operation of fuel payload Lightering shall be issued in two stages as follows:

First Stage: request assessment

Required Documents:

  1. Filling the single operation of fuel payload Lightering application form
  2. Copy of lease contract if marine vessel is not owned by the facility.
  3. Copy of valid marine vessel details and certificates.
  4. Copy of marine vessel permit to navigate in the emirate’s waters.
  5. Copy of marine vesselinsurance and indemnity policy.
  6. Copy of Shipboard Oil Pollution Emergency Plan ("SOPEP").
  7. Copy of goods transportation process management plan.
  8. Copy of fuel specifications and quantities.
  9. Copy of qualifications experience certificates for marine vessel captain and crew responsible for the transportation operation.
  10. Commercial license copy of shipping agent.

Second Stage:

After receiving and reviewing the required documents, and paying the fees, e-permit for one single operation of fuel payload Lightering shall be issued and will be valid only throughout the process.  DMCA reserves its rights to reject the application in case the concerned party fails to meet the requirements, or postpone the operation in accordance with the weather conditions. Additionally, DMCA inspectors shall have the right to visit the site in order to ensure its compliance with safety standards and marine rules.
