Licensing & registering all marine crafts sailing or operating in the Emirate’s water.

To license and register marine crafts, in order to implement maritime rules and regulations, ensuring that marine crafts are constructed and manned to the acceptable standards with adequate safety requirements that will comply with the safety of the marine craft, its passengers and crew, and ensure that the marine crafts operate in an environmentally responsible manner that does not cause pollution.

• Individuals: marine craft owners and operators including UAE nationals and expatriates residing in UAE.
• Companies: companies and establishments with Marine activities.

• Customer Happiness Centre – Dubai Maritime City Authority building “B”.
• Customer Happiness Centre – Al Shindagha area – Critical Infrastructure and Coastal Protection Authority (CICPA) building

The permit is valid for one day only, and may be granted for more than one marine craft providing that all of them belong to one entity.

DMCA issues testing permits for new imported or locally constructed marine crafts at the request of their sales agencies or manufacturers, to be test driven before sale or upon completion of construction providing that they comply with the following:

1. Marine craft shall be launched by marine hoist lift in the emirate.
2. Marine craft will be inspected during daylight and in emirate’s waters only.
3. Marine craft commander is DMCA licensed.
4. Marine craft shall not more than 2 nautical miles from shore.
5. Marine craft shall be equipped with fire prevention, safety and communication tools.
6. Marine craft insurance policy shall cover navigation in the emirate’s waters.
7. Number of people on board the marine craft shall not exceed the permitted number in the construction certificate.

Stages of Marine Craft Testing Permit

After completing all requirements, the marine craft testing permit will be issued through the following one single stage

Required Documents:

1. Request letter from the entity that owns the marine craft.
2. Commercial license copy of the sales agency or construction workshop.
3. Copy of insurance policy detailing marine craft specifications and testing period.
4. Copy of marine craft construction certificate or document issued by the sales agency with marine craft details.
5. Copy of marine craft commander`s license issued by DMCA.

Payment can be made in cash to the Customer Service Centers of Dubai Maritime City Authority or through portal electronic payment gateway.

From Sunday to Thursday 08:00 am till 01:00 pm

The service is not available during official holidays determined by the country.

Processing time varies depending on the nature of the procedure, inspection and marine Craft size.

All our customers’ inquiries shall be handled at the same time, or within a period that does not exceed (48) hours in case the request is needed to be addressed to another division.
