The owner of marine craft shall apply for the export of marine craft in the following cases:

1. Marine crafts whose registration is cancelled with DMCA or with any other entity in the UAE and their owners wish to export them out of UAE.
2. Marine crafts purchased from local agents, exhibitions or individuals in UAE, and are not registered with DMCA or with any other entity in the country.

To license and register marine crafts, in order to implement maritime rules and regulations, ensuring that marine crafts are constructed and manned to the acceptable standards with adequate safety requirements that will comply with the safety of the marine craft, its passengers and crew, and ensure that the marine crafts operate in an environmentally responsible manner that does not cause pollution.

• Individuals: marine craft owners and operators including UAE nationals and expatriates residing in UAE.
• Companies: companies and establishments with Marine activities.

Stages of Marine Craft Export Certificate Issuance:

After completing all requirements, the marine craft export certificate will be issued in two phases,

First Stage: booking date and performing technical Inspection

1. Providing initial documents for marine craft export certificate issuance
2. Determining location and date of technical Inspection
3. Paying technical inspection fees depending on marine craft length, type and location of technical Inspection

Required Documents:

1. Filling the registration & licensing application form
2. Presenting original Emirates ID card, valid passport copy for UAE citizens, or original Emirates ID card, valid passport and residence visa copy for expatriates.
3. Copy of valid commercial license issued by the competent authorities in the emirate if the marine craft owner is a legal personality, in addition to copy of Emirates ID card, passport and valid residence visa for company owners.
4. Copy of title deed for free hold property owners to whom the residence law is not applicable. For pleasure marine crafts only.
5. Marine craft deregistration certificate if the marine craft is registered with DMCA or any other entity.
6. Copy of sale contract or purchase invoice attested by the competent authorities if marine craft is purchased from local agents, exhibitions or individuals in UAE.
7. Name of shipping company if marine craft will be exported by land or sea.

Second Stage: performing technical inspection

The marine craft owner or his assigned person shall prepare the marine craft for technical inspection by meeting all technical standards and requirements specified by DMCA and bring it to the specified technical inspection location.

1. The marine craft shall be inspected technically in the locations specified by DMCA. Additional transportation fees shall be paid if the customer wishes for the technical inspection to be performed at his own location. If the marine craft failed to pass the technical inspection or did not abide by the set date, the customer shall pay new transportation fees if he wishes for a new technical inspection to be performed.
2. The marine craft shall be inspected on water, except for jet skis and small boats determined by DMCA which can be towed to the inspection location.
3. The technical inspection certificate is valid for (30) days as of inspection date. If the marine craft passed the technical inspection, the customer shall complete registration and licensing of the marine craft during this period. Upon the expiry of the set period without completing the registration and licensing of the marine craft, the customer is required to book a new date for technical inspection and pay the fees.
4. If the marine craft failed to pass the technical inspection in the first time, the customer has (60) days to comply with DMCA requirements, fix the situation accordingly and book a new date during this period without paying any fees, except for transportation, if any.
5. If the marine craft failed to pass the technical inspection in the second time, the customer shall re-submit the application, pay new fees and book a new date for the technical inspection.
6. The customer reserves the right to submit an application to change the inspection date providing that he notifies the authorities in less than 24 hours from the set date. However, it is not allowed to change the date for more than three times. If the customer has not been able to notify DMCA before the expiration of the period determined for inspection date change, the marine craft shall be deemed not to have passed the technical inspection. In this case, the customer shall book a new date during a period of not more than five (5) workdays from the first inspection date without fees, except for transportation if any.
7. DMCA may cancel the marine craft registration number if the technical inspection certificate has expired or the licensing procedures have not been completed.
8. DMCA may change the technical inspection date in accordance with the environmental and weather conditions with a notification to the customer.
9. The customer shall review the attachment on the technical requirements of the special technical inspection for each marine craft type and prepare his marine craft accordingly.

Required Documents:

1. Valid Marine craft technical inspection pass certificate issued by DMCA or any of its certified entities.
2. Receiving marine craft export certificate.

Processing time varies depending on the procedure, and also on the nature of inspection and size of marine craft.
