Amendment of Marine Craft Technical Specification

To license and register marine crafts, in order to implement maritime rules and regulations, ensuring that marine crafts are constructed and manned to the acceptable standards with adequate safety requirements that will comply with the safety of the marine craft, its passengers and crew, and ensure that the marine crafts operate in an environmentally responsible manner that does not cause pollution.

Individuals: including UAE citizens and expatriates.

After reviewing all required documents and obtaining the initial approval for the amendment, the marine craft technical specifications amendment permit shall be issued and will be valid for (90) days.

Marine craft owner shall obtain prior approval from DMCA before conducting any major amendments of marine craft specifications, including but not limited to the following:

1. Amendment of marine craft structure
2. Amendment of marine craft surface
3. Amendment of accommodation rooms
4. Amendment of passenger halls
5. Amendment of engine rooms
6. Amendment of main engines
7. Amendment of marine craft colour
8. Or any other amendment that may affect marine craft cargo and balance.

Amendment Stages

Amendment of marine craft technical specifications is divided into three stages provided that all requirements shall be satisfied.

First Stage: issuance of marine craft technical specifications amendment permit

1. Providing initial documents and paying the permit fees for marine craft technical specifications amendment.
2. Issuance of marine craft technical specifications amendment permit.

Required Documents:

1. Filling the marine craft detail amendment form
2. Presenting original Emirates ID card, valid passport copy for UAE citizens, or original Emirates ID card, valid passport and residence visa copy for expatriates.
3. Copy of valid commercial license issued by the competent authorities in the emirate if the marine craft owner is a legal personality, in addition to copy of Emirates ID card, passport and valid residence visa for company owners.
4. Copy of title deed for free hold property owners to whom the residence law is not applicable. For Pleasure Marine Crafts only.
5. Providing the marine craft license and registration certificate as well as the minimum safe manning certificate.
6. Original copy of balance manual for commercial marine crafts, (24) meters long or more, and those licensed to carry more than (12) passengers, regardless of type or structure material in the event of change in the number of passengers, crew and superstructure of the marine craft.
7. Copy of Classification Authority Certificate for commercial marine crafts, (24) meters or more, and total weight of (150) tons or more, from any certified classification body in the country, or a technical report about the marine craft condition issued by a certified classification body in case of failing to comply with a full classification system to get the classification certificate.

      After reviewing all required documents and obtaining the initial approval for the amendment, the marine craft technical specifications amendment permit shall be issued and will be valid for (90) days. The permit is extendable for a similar period in case the amendments require longer time. DMCA has the right to reject the application for amendment for security and safety reasons. The marine craft owner shall ensure that he notifies the Critical Infrastructure and Coastal Protection Authority (CICPA) in case of change in engine details or marine craft superstructure, and uninstallation of the identity determining device before starting the amendment procedures.

Second Stage: conducting marine craft technical inspection

After completing all required modifications, the customer shall submit an application to conduct the technical inspection and pay the required fees according to marine craft length, type and technical inspection location.

Conducting Technical Inspection

The marine craft owner or his assigned person shall prepare the marine craft for the technical inspection and bring it to the specified technical inspection location.

1. The marine craft shall be inspected technically in the locations specified by DMCA. Additional transportation fees shall be paid if the customer wishes for the technical inspection to be performed at his own location. If the marine craft failed to pass the technical inspection or did not abide by the set date, the customer shall pay new transportation fees if he wishes for a new technical inspection to be performed.
2. The marine craft shall be inspected on water, except for jet skis and small boats determined by DMCA which can be towed to the inspection location.
3. The technical inspection certificate is valid for (30) days as of inspection date. If the marine craft passed the technical inspection, the customer shall complete registration and licensing of the marine craft during this period. Upon expiry of the set period without completing the registration and licensing of marine craft, the customer is required to book a new appointment for technical inspection and pay the fees.
4. If the marine craft failed to pass the technical inspection in the first time, the customer shall have (60) days to comply with DMCA requirements and fix the situation within that period, then book a new date during this period without paying any fees, except for transportation, if any.
5. If the marine craft failed to pass the technical inspection in the second time, the customer shall re-submit the application, pay new fees and book a new date for technical inspection.
6. The customer reserves the right to submit an application to change the inspection date providing that he notifies the authorities in no less than 24 hours from the set date. However, it is not allowed to change the date for more than three times. If the customer has not been able to notify DMCA before the expiration of the specified period for inspection date change, the marine craft shall be deemed to have not passed the technical inspection. In this case, the customer shall set a new date during a period of not more than five (5) workdays from the first inspection date without fees, except for transportation if any.
7. DMCA may cancel the registration number of the marine craft if the technical inspection certificate has expired or licensing procedures have not been completed.
8. DMCA may change the technical inspection date in accordance with the environmental and weather conditions with a notification to the customer.

Third stage: marine craft license modification

Required Documents:

1. Copy of insurance policy valid for the remaining license period issued by one of the insurance firms licensed to operate in the UAE.
2. Original copy of environment specifications certificate issued by Emirates Authority for Standardization and Metrology (ESMA), for the new outboard or imported marine engines.
3. To provide an original installation certificate copy of the marine craft identity determining device in accordance with the Critical Infrastructure and Coastal Protection Authority (CICPA) in case the device has been uninstalled before the amendments.
4. Receiving marine craft license, details certificate and minimum safe manning certificate after payment of all required fees.

Payment can be made in cash to the Customer Service Centers of Dubai Maritime City Authority or through portal electronic payment gateway.
